James Luswata

Joseph Luswata continues to forge a significant reputation as an advocate of considerable practical and academic standing. Joseph heads the Sebalu & Lule’s tax practice and also specializes in banking & finance, project and infrastructure finance, real estate and commercial litigation.

Joseph has been at the forefront of the review and development of financial institutions’ regulation in Uganda.  He developed proposals for tax exemptions for micro-loans; which proposals were adopted in Uganda’s 2011 National Budget. He is also part of a team that has suggested reforms to the Micro-Finance Deposit Taking Institutions Act.  Over the past half-decade, Joseph has reviewed the current Financial Institutions Act and developed a compliance matrix which a number of the country’s leading financial institutions implemented to meet the new regulatory standard. He has also stood in as the acting Manager, Legal & Compliance for Standard Chartered Bank Uganda.

Joseph possesses advanced training in insolvency and has conducted reviews and familiarization sessions for commercial banks on Uganda’ proposed Insolvency Bill, particularly the Bill’s effect on securities provided for loan facilities.

Joseph holds a Bachelor's degree in Law from Makerere University, a Post-Graduate Diploma in Legal Practice from the Law Development Centre, a Diploma in Tax Management, Planning & Administration from the East African School of Taxation and a Masters in Commercial Law from the University of Cambridge. He is a member of the Uganda Law Society, the East African Law Society, the Commonwealth Lawyers Association and the Oxford and Cambridge Society of Uganda.
